Occupations

The use of surveys for monitoring the operation of the mutual recognition scheme in relation to occupational registration has proved useful. The surveys of occupational registration agencies by both the ORR and the Review Group have provided insight into the general awareness of the scheme, the use of the scheme and its impact on mobility and any general problems which have existed since the scheme came into operation.

The Review Group believes that on the basis of existing information gathered, an annual survey of occupational registration agencies would not be necessary at this stage but that a survey conducted before the next five year review would provide further relevant information on the use of the scheme.

Goods

It has been more difficult to assess and monitor the operation of the goods side of the mutual recognition scheme. This is because little information is kept on the operation of the scheme by regulatory authorities. Furthermore the fact that there are different goods markets and different industries which are affected means that the responses vary and the impact is difficult to gauge.

Further investigation of an appropriate mechanism for monitoring the goods side is required. The Review Group is of the opinion that utilising an established monitoring mechanism (e.g. ABS Surveys) may assist in targeting the appropriate regulatory authorities and industry bodies and would be more efficient than conducting separate surveys in the future.

Recommendation 28
That in regard to occupations, the COAG Committee on Regulatory Reform consider carrying out a survey of occupational registration agencies at least once before the next five year review.

Recommendation 29
That in regard to goods, the Industry Ministers' Council consider alternative means of gathering information regarding the impact of the MRA on goods, including the use of ABS surveys.
